Abstract


AN ANALYTICAL APPROACH TO RE-ELECTIONS AUTHORIZATION OF PRESIDENT AND GRAND NATIONAL ASSEMBLY OF TURKEY IN TURKEY

In terms of each government system, inter-system bottlenecks that can be caused by conflicts between legislative and executive powers, but which cannot be overcome, have to be resolved within the framework of a democratic method and method. In the Presidential system, a rationalization tool that is envisaged to prevent serious conflicts that may arise between different election processes and the legislative powers between the elections and the legislative powers, is to give the opportunity for simultaneous renewal of the elections to be made by these powers. Otherwise, in the pure presidential system, the legislative and executive powers were not able to cease to exist due to the mutual independence of the powers by the vote of distrust and termination. In the new regulation introduced by the Presidency system, the President and the Assembly can decide on the renewal of elections independently of each other. Rather, when the Assembly, like the President, wants to renew the elections, it is imperative that these two political powers be elected together. As a rationalization method mounted on the presidential system, it is evident that this constitutional arrangement does not give powers to the President and, in particular, the President.
