İktisadi Hoşnutsuzluk ve Yolsuzluk İlişkisi: Asean Ülkelerinden Kanıtlar

Abstract

Makro ölçekte etkileri olan enflasyon ve işsizlik, ekonomilerde eşitlikten sapmaların kaynağı olarak görülmektedir. Enflasyon ve işsizlik oranlarının toplamından oluşan ve Arthur Okun tarafından geliştirilen iktisadi hoşnutsuzluk endeksi, ülkelerin makroekonomik göstergeleri ve ekonomik performansı hakkında bilgiler vermektedir. Öte yandan kamu kaynaklarının özel çıkar için kullanılması anlamına gelen yolsuzluk, toplumsal adalet duygusunu zedeleyerek eşitsizliği derinleştirir. Yolsuzluk kayıt dışı bir süreci temsil ettiği için tespit edilmesi ve takibi güçlükler içermektedir. Bununla birlikte Uluslararası Şeffaflık Örgütü çeşitli kamuoyu araştırmaları ve uzman görüşleri doğrultusunda ülkeler için yolsuzluk algısını endekslemektedir. Her iki endekse konu olan sorun alanlarının birbirini belirleme ve etkileme potansiyeli bu çalışmanın temel merakını oluşturmaktadır. Çalışmada, yolsuzluk algı endeksinde üst sıralarda yer alan ASEAN topluluğuna üye ülkelerdeki iktisadi hoşnutsuzluk ve yolsuzluk arasındaki nedensellik ilişkisi incelenmiştir. 2003-2021 dönemine ait yıllık veriler Emirmahmutoğlu ve Köse (2011) panel nedensellik testi kullanılarak analiz edilmiştir. Analiz sonuçlarına göre ASEAN ülkelerinde iktisadi hoşnutsuzluk ve yolsuzluk arasında çift yönlü nedensellik ilişkisi bulunmuştur. Ampirik bulgular, iktisadi hoşnutsuzluk ve yolsuzluğun karşılıklı olarak birbirini besleyen olgular olduğunu göstermektedir. Bu kısır döngüden çıkmak yapısal bazı düzenlemelerle mümkün olacaktır. Uygun maliye ve para politikalarının hayata geçirilmesi iktisadi hoşnutsuzluğun yolsuzluğu beslemesini engelleyecektir. Aynı şekilde yolsuzluğu engelleyecek kurumsal ve yasal düzenlemelerin hayata geçirilmesi uygulanan iktisadi politikaların daha verimli sonuçlar üretmesini sağlayacaktır.

Abstract

Inflation and unemployment, which have macro-scale effects, are seen as the source of deviations from equality in economies. The economic discontent index, which is the sum of inflation and unemployment rates and developed by Arthur Okun, provides information about the macroeconomic indicators and economic performance of countries. On the other hand, corruption, which means the use of public resources for private gain, deepens inequality by damaging the sense of social justice. Since corruption represents an informal process, detection and follow-up are difficult. In addition, Transparency International indexes the perception of corruption for countries in line with various public opinion surveys and expert opinions. The potential of the problem areas subject to both indices to determine and influence each other is the main interest of this study. In the study, the causality relationship between economic discontent and corruption in the member countries of the ASEAN community, which is at the top of the corruption perception index, was examined. Annual data for the 2003-2021 period were analyzed using the Emirmahmutoğlu and Köse (2011) panel causality test. According to the results of the analysis, a bidirectional causality relationship was found between economic discontent and corruption in ASEAN countries. Empirical findings show that economic discontent and corruption are mutually reinforcing phenomena. Getting out of this vicious circle will be possible with some structural arrangements. Implementing appropriate fiscal and monetary policies will prevent economic discontent from feeding corruption. Likewise, the implementation of institutional and legal regulations that will prevent corruption will ensure that the applied economic policies produce more efficient results.
