Universities, among the educational institutions where qualified manpower to shape the future of a society are trained, means a collection of buildings in which education and research activities take place physically. As a contemporary educational environment, universities are required by the education system that develops apart from the basic functions of education, research and knowledge production; It includes physical formations that will respond to functions such as work, nutrition, shopping, entertainment, sports, recreation and health. The socio-economic, cultural and recreational needs of the society, which change and develop over time, have made it necessary for universities to be planned as new settlements away from the city centers. Thus, the concept of "campus" emerged and universities began to be established in large areas in areas open to development, based on certain systems. Campus settlements, which have the characteristics of a city in themselves and therefore have a structure that changes and develops over time, are expected to serve for many years, and in this sense, they should be planned in a way that can meet their development and growth needs. In this study discussing the physical growth and change process of Selcuk University Alaaddin Keykubat Campus it is aimed to evaluate the sample area by considering the growth and flexibility criteria of university campuses. As a result, it is possible to say that both the chosen settlement system and the adopted design criteria can directly or indirectly affect the physical growth and development opportunities on campus campuses, starting from the pre-planning stage. It is important for universities, which are expected to serve in the long term and are important for the development of the society, to accurately determine the physical growth and development opportunities in the campuses and to support these determinations with the appropriate settlement system and design criteria, so that they can fulfill these responsibilities in favor of the society for a long time.

The Role of Regulatory Impact Analysis in Public Administration: Assessments with a Governance Approach

One of the most important conditions for increasing the efficiency of public administration, realizing the principles of governance and most importantly creating a modern state that can compete on a global scale depends on the inclusive and high quality of the legislation. The way the legislation is created in the country is the most important factor affecting this quality. In addition to the formation of legislation and public policies by the legislature in the country, the inclusion of technical and expert opinions in making decisions in this process ensures that the decisions taken are better. Regulatory impact analysis is a policy decision support system that is very effective and helps to achieve good results in the process of creating public policies. Regulatory impact analysis, in its most general terms, is the analysis of the possible effects of the public policies that are aimed to be formed in relation to a certain subject, by determining in advance. Within the scope of this analysis, it is suggested that the most beneficial and least costly policy should be applied by determining the costs and benefits of various policies, which are generally created in relation to a subject, separately. Therefore, before the implementation of a certain public policy, it should be analyzed in terms of its possible future effects. It collects comprehensive and systematic information about the proposed policies and acts as an advisor to the decision makers.
The practice of regulatory impact analysis can be traced back to the 1990s in OECD countries. However, it is seen that this analysis has not yet received sufficient value and has not found an application area in Turkey. On the other hand, regulatory impact analyzes improve policy-making processes, enabling both the spread of governance and the development of democratic values. Turkey has highlighted the implementation of regulatory impact analysis with a series of legislative harmonization programs within the scope of the EU harmonization process. However, it has been very limited in practice. Within the scope of this study, it is emphasized what regulatory impact analysis is, how its processes and methods work, and why it is necessary to apply this method. Therefore, regulatory impact analysis What?, How?, Why? evaluated on the basis of questions. It is also evaluated how this analysis has effects on public administration and what kind of relations it has with the governance approach. As a matter of fact, it is seen that the regulatory impact analysis is very useful in the process of creating public policies and contributes to the effective-efficient use of the country's resources. Moreover, in the background of this analysis, the emphasis on the phenomenon of governance in relation to state administration has emerged. It is recommended that this analysis be made in all kinds of policies that need to be put forward in the implementation of governance and the implementation of good governance principles.

Emotions have always been an important element for artists to express themselves. It is possible to talk about expressionist painting when the artist's priority in the transfer of emotions is his own self and subjective structure. Expressionist painting; It is a kind of transference of the internal state away from the usual norms with external images. Situations such as the psychological problems caused by the life lived in the person or the social problems affecting the person deeply cause emotional reactions and this situation stands out as a means of expression in the artist's painting. Since the transfer of color and form is integrated with emotions, this situation can sometimes be sad, sometimes angry and sometimes rebellious. Therefore, it can be said that color and form serve what is meant. Expressionist artists used various means of expression while expressing their feelings. Expressive figurative painting is one of them. Artists highlight their emotions with the expressions they attribute to the figures. Especially lively figures can be more effective in conveying emotions. Facial and bodily expression are the main elements that strengthen this effect. One of the important artists working with a figurative approach in expressive painting is Edvard Munch. It is possible to see many emotional reflections in his paintings. The ups and downs of the life he lived in affected him deeply, and in this case, he reflected on his paintings with various emotional reactions. In order to determine these emotional reflections, the variety of emotions in Edvard Munch's figurative paintings were examined by the artwork analysis method, and the research was supported by a literature review. As a result, negative emotion variations such as pain, sadness, grief, surprise, regret, shame, anxiety, fear and helplessness were identified in Munch's paintings.

In today's postmodernity, the phenomenon of consumption is not only seen as the consumption of objects, but it is also stated that the meanings of the objects owned and the experiences of individuals are embedded in the phenomenon of consumption. Concepts, assumptions and theories have been put forward by different disciplines to explain this situation mentioned in the literature as the symbolic aspect of consumption. Among these concepts and theories, the Extended Self Theory and the Diderot Effect constitute the basic theoretical and conceptual framework of this study. In this context, the main purpose of the study is to integrate this theoretical infrastructure. Therefore, in the first part of the study, the Diderot effect and related concepts are discussed and then the extended self theory is briefly mentioned. In order to develop the object-oriented structure of the Diderot effect into an experiential structure, the relationship between symbolic consumption and the self of the extended self theory was tried to be integrated through a new concept we have introduced. In order to explain this concept, which we refer to as liminal experience, the concepts of self, symbolic consumption, Diderot integrity and liminal transition were discussed. For this purpose, the concept of liminal experience, which is thought to integrate the relationship between theories, was put forward by analyzing the ideas and thoughts put forward by examining the literature. As a result, it is understood that the liminal experiences of consumers function as symbolic and experiential Diderot units that disrupt their Diderot integrity. In other words, it has been observed that liminal experiences lead to the Diderot effect, so that consumers reveal new consumption patterns for new wholes, and in this process, they expand their selves.

Developing digital technologies and extraordinary situations have begun to change both the way manufacturers do business and the behavior of consumers. These are digital technologies that have been rapidly integrated into our lives with the pandemic in recent years. Businesses and consumers, who cannot remain indifferent to these developments, are trying to adapt to this new world. In this context, the Metaverse world, which carries the competition to virtual markets as well as physical markets, has emerged and this virtual world has become a subject that attracts the attention of researchers. The aim of this study is to understand the Metaverse in the marketing world and to examine the effects it has created and will create for both businesses and consumers. It is stated that the brands that shape the market are the brands that are in the leading position together with the technological developments. It is thought that virtual worlds, which are rapidly taking place in today's marketing practices, will contribute to the economy and it is seen that many brands make investments in this direction. It is evaluated that businesses can use Metaverse effectively for their purposes such as marketing, marketing communication, branding and advertising. On the other hand, it is stated that the Metaverse world will bring some difficulties, as in all cases. In this context, it is recommended to create infrastructures with the necessary research and analysis and to step into these worlds by foreseeing the benefits to be obtained. Again, considering that giant brands have initiatives in this direction and provide high profits, the competitiveness of other brands will begin with understanding the world of Metaverse. It is important to be prepared for this world, whose name we will hear often in the new future.

Worsening mental health among high school students during the pandemic has been a serious health problem worldwide. The decrease in face-to-face socialization opportunities of high school students studying distance education during the Covid-19 pandemic has led to a significant increase in the use of social networks and social media. However, overuse can support addiction tendencies towards these platforms and have negative consequences for the mental health of high school students.
The aim of this study is to examine the attitudes of high school students towards the use of social media in education according to different variables. The sample of the study consisted of 319 students selected by simple random method, studying in the 10th, 11th, and 12th grades of an Anatolian High School in Antalya. The research was designed as a descriptive survey, one of the quantitative research models, and the 'Social Media Attitude Scale' consisting of 23 items developed by Otrar and Argın (2015) was used as a measurement tool. Adolescents' social media usage purposes were evaluated according to the variables of gender, class level, family income, family education and family working status, time spent on social media, and the number of friends they made in social media. In the research, t-Test was used for independent tests for binary variables, and Anova Test for three or more variables, which is one of the parametric statistical analysis tests.
As a result, it has been determined that high school students use social media intensively and that the most associated with the risk of increasing social media addiction is Instagram. The data obtained reveal the necessity of following the adolescents who use Instagram, especially with other social media applications.

Writing is an abstract form in its own characteristic and many artists from past to present use it as a pictorial element. Rock writings, on the other hand, are in a special position with their cultural meaning. The Malpınar Rock Inscription, dated to the Late Hittite period, is located in the Malpınarı Village of Adıyaman. This inscription, which is thought to have been made as a souvenir for a funeral, has survived until today despite its deformations. Art is one of the important fields for the preservation of the past and a sustainable cultural transfer. Today, archaeological cultural objects are an important source of inspiration for artists. Artists such as Rauf Tuncer, Adnan Turani and Bedri Rahmi Eyüboğlu, whose works were analyzed within the scope of this research, produced works inspired by rock paintings. It is seen that Rauf Tuncer produced works by being influenced by the Orhun Monuments. The artist has revealed his original language by using dynamic forms with his colorist approach. Adnan Turani's works can be considered as an abstract interpretation of the effect of the past on the present with the calligraphic images he created. It is seen that Bedri Rahmi Eyüboğlu reflects symbols and motifs that evoke old Turkish inscriptions, rock drawings, stamps and marks with different applications and techniques in his Works. The study continued with the examination of the works by which artists Başak Danacı Polat and Zeliha Kayahan took the Malpınarı Rock Inscription. As a result of the application; It is seen that the artists reinterpreted the stylistic features of the Malpınarı Rock Inscription in their own style and transformed the visual elements of the inscription into new forms and forms. This situation can be interpreted as the transfer of inspiration from the past to the future within contemporary art practices.

Effective Countries in the Emerging and Development of the Philosophy of Enlightenment

The concept of 'enlightenment' is used to describe 18th century Western philosophy, but the philosophy in question cannot be seen as a monotonous movement. In this sense, the terms like French Enlightenment, German Enlightenment, Scottish Enlightenment etc. have different connotations. For this reason, the Enlightenment should not be evaluated as a process experienced in a similar way in all societies. Therefore, the philosophers of the Enlightenment age put forward very different ideas from each other and thus different veins emerged in the philosophy of the Enlightenment. Thus, the specific cultural-political conditions of the nations, the particular geniuses, lead to the general differentiation of a similar movement or institution. In addition, it has been seen that the intellectual accumulation that the West has provided in modern times in terms of social, political, philosophical and economic aspects has become more meaningful with the Age of Enlightenment. Again, although it is agreed that the Enlightenment was fed from similar sources in many respects within the Anglo-Saxon and Continental European traditions in the West, it is stated that there are some differences in its perception, expression and practice. Along with these differences, it can be said that the serious intellectual differences in the use of liberal values for the individual and the society stem from the historical, social, administrative and economic conditions of the societies under the influence of the Enlightenment. Thus, it is understood that in the various countries, different types and content of Enlightenment thought styles became dominant and sometimes conflicted on some issues. However, it should be kept in mind that the thought of the Enlightenment showed such diversity that it could not fit into certain patterns. In the light of this information, in this study, the French Enlightenment and the Enlightenment types in other countries were tried to be examined.

This challenge of the Qur’an has been the subject of research since the first period of Islamic history, and in this way, the rules of rhetoric have been determined and independent studies have been put forward. Then, there are extensive interpretations on how the arts of rhetoric are applied in the Qur'an and their effect on the meaning and the miraculous aspects of the Qur’an.
Ibn ‘Aşûr, a Tunisian and versatile scholar, who is one of the last links of these efforts that continue in our age, has analyzed the Qur’an’s being a miracle in terms of language and rhetoric. He pointed out that some styles in the Qur'an were unique compared to the period of ignorance and that this aspect of the Qur'an was not included as a term in the tafsir tradition. In this study, the originality of the Qur'an, which Ibn 'Âşûr tried to conceptualize by expressing it in his tafsir for the first time, will be investigated in terms of rhetoric and this subject will be analyzed in terms of the example laconic art.

The general aim of the research is to examine the pre-service teachers' multi-dimensional 21st century skills and their creative thinking tendencies. The sample of the study consists of total of 503 teacher candidates attending to the Faculty of Education at Kahramanmaraş Sütçü İmam University. The research is based on correlational survey model. “Multidimensional 21st Century Skills Scale” and “Marmara Creative Thinking Tendencies Scale” were used as data collection tools. The results show that pre-service teachers have lower multi-dimensional 21st century skills and higher creative thinking tendencies than mean value. According to various variables, it is determined that multidimensional 21st century skills have significant differences in terms of gender, departments, and class levels they attend. The results related to creative thinking tendencies indicate that there are significant differences according to the departments and class levels they attend, but no significant difference is determined according to their gender. It is identified that there is a negative relationship between the total scores of teachers’ multi-dimensional 21st century skills and their creative thinking tendencies, also positive and relationships among the sub-dimension scores of these two scales are determined.

Views of the Qur'an Discourse on Text Critıcism: The Example of Egypt

The approach, known as the Qur'anic school, claimed that the Qur'an answered everything and a second source other than it was neither needed nor trustworthy. This approach, which makes the slogan "Quran is enough for us", used text criticism only to find the flaws of the narration and to prove its claims, since they saw the sunnah as periodic and the hadiths as the product of narrators. Since they saw the issues of hadith methodology and the document as completely unnecessary, they did not care about the distinction between authentic and weak narrations and ignored the different methods in the tradition. They claimed that the hadithists did not deal with criticism of the text and were only interested in the sanad, but that the hadith, which they cared about, had no meaning and value. However, despite these thoughts, they showed a contradictory attitude by not refraining from using narrations that are suitable for proving their claims. The prejudices that the results of text criticism would be negative from the beginning led this approach to generalize over particular examples.

The story known as "Ashâb-ı Kehf" [Cave Companions] in the Qur'an, as "Eshâb-ı Kehf" [Cave fellows] among Turkish Muslims, as "Ahl al-Kahf" [Cave family] among the Arabs, and as "Seven Sleepers" or "Seven Slumberers" among the Christians has kept its up-to-dateness by carrying the traces of different cultures and civilizations with various interpretations and narratives from history to the present. Although it is not known exactly which religion and civilization it belongs to, many studies have been carried out by western and eastern religions and scientists on the subject. The fact that numbers with symbolic meanings such as seven and forty have a very special place in Christianity has increased the interest in the subject and versatile research has been conducted on where and how this myth first emerged. Although not mentioned in the Holy Book of Christians (Tanakh and Gospels), the Seven Sleepers continue to exist among Christians as a cult. Although it is mostly seen as a myth belonging to the Assyrian Sect, other Christian sects hold religious ceremonies and commemorations on behalf of the seven sleepers, and the children are given their names so that they are not forgotten. Apart from Christianity, it is known that there are beliefs like the "Seven Sleepers" in other religions and myths. In this article, after briefly discussing the existence of beliefs resembling the story of the Seven Sleepers in Judaism and ancient Greece, which are thought to have directly influenced Christianity, the subject of the Seven Sleepers, which continues to exist as a cult in Christianity, is elaborated. Similar beliefs in other religions such as Islam and Hinduism are excluded from the scope of this study.

The term NIMBY (Not In My Backyard) has been used by social scientists since the early 1980s to describe local people's resistance to the construction of public facilities that pose a risk in urban areas. Within the concept of NIMBY, it is accepted that the service or facility will be beneficial, but it is stipulated that it is at a distance from the living environment. Using the qualitative method, this study examines the question of NIMBY behavior, "Is NIMBY a syndrome or an environmental movement?" Based on the question, it deals with an analysis within the framework of conceptual, historical and case studies. In some cases, it is among the findings of the study that the NIMBY movement, even though it does not have an environmentalist identity, expresses problems in a much wider scope and that simple local protest movements are essentially the beginning of environmental movements.

Projection of Youth Associatıons in Turkey

In this study, it is aimed to make a general evaluation on the ratio of the distribution of associations focused on the field of youth to the provinces in Turkey according to the young population and the total number of associations. Turkey's legal and political reforms in recent years in the name of civilianization have made the institutionalization of civil society attractive. Turkey, which has a significant youth potential in terms of population compared to the countries of the world, encourages young people to organize with non-governmental organizations without becoming marginalized. The adventure of raising youth policies to the level of a ministry, which started with the establishment of the Ministry of Youth and Sports in 2012, and the provision of project conditional financial support to non-governmental organizations through various public institutions, especially the Ministry of Youth and Sports, has been an important factor that brings young people and non-governmental organizations together. With this study, it has been seen that; young people preferred the status of association more in their preference for non-governmental organizations. Types of non-governmental organizations that require bureaucratic and financial power, such as foundations and trade unions, have not been able to diversify in a youth-oriented manner throughout Turkey. The young sector, which constitutes approximately 15% (13 Million People) of Turkey's population, has preferred the status of an association related to sports and sports, which is another activity category, instead of establishing a direct youth-oriented association in the field of activity (15-24 years). The ratio of a total of 982 (+/-) youth associations in Turkey among other types of associations is 0,95%, and the ratio of total youth associations according to the total young population is 0.08%. As a result, there are approximately 13209 young people in a youth association in Turkey. In the surveys conducted throughout Turkey, 2.5% of young people stated that they were members of a non-governmental organization. The figures show that the quantity of the young population and Turkey's policies aimed at increasing the quality of associations have not been fully established.

The Place of New Media Channels in Sports Marketing: The Impact of Social Media and Digital Sports Broadcasts on Sports Sponsorship

Almost every sports league is increasingly using social media and sporting events through various platforms in the digital sports world to expand their audience base beyond those who watch sports on television. This makes them even more attractive to fans who do not have access to traditional television distribution systems such as cable and satellite television and who are more likely to interact with sports teams through social media than through face-to-face events, which in turn influences their purchasing behavior. In an increasingly digitalized world, the intense participation of fans is transferred to digital platforms through social media. With this development, brands and sports clubs actively use sponsorship agreements through digital platforms with the effect of digitalization.Based on this, the aim of our research is to investigate "the impact of social media and digital sports broadcasts on sports sponsorship". While the results of the research are aimed to form the basis for future studies, primary and secondary source scanning technique from qualitative methods was used and national and international scientific articles written by scientists, published theses, scientific books and official social media channels of clubs, social media channels of brands and digital platforms that broadcast digital sports were used.According to the result we obtained in our research, while the research shows that broadcast sports viewers pay attention to sponsor brands, another result is that they consume sports content in addition to the brand content of sponsors. While more engaged fans process sponsors' brand imagery in more depth, the more centralized processing of brand names and logos helps to understand that it also links to knowledge about the brand that fans may have acquired in previous experiences with the brand.
