1926 İlkokul Programının Hazırlık Süreci: 1925-1926 Öğretmen Raporlarının Nitel Analizi

Abstract

Türk eğitim tarihi araştırmaları, erken Cumhuriyet dönemi reformlarını genellikle yasal metinler ve merkezi kararlar üzerinden okuyan "yukarıdan aşağıya" bir tarih yazımını benimsemiştir. Bu yaklaşım, reformun asıl uygulayıcısı olan öğretmenlerin deneyimlerini ve sürece katkılarını gölgede bırakmıştır. Bu araştırmanın amacı; 1926 İlkmektep Müfredat Programı’nın hazırlık sürecinde, Maarif Vekâleti tarafından taşra teşkilatlarına gönderilen görüş sorma yazısına verilen resmi cevapları inceleyerek, dönemin öğretmenlerinin pedagojik beklentilerini ve reformu deneyimleme biçimlerini ortaya koymaktır. Araştırmada nitel araştırma yöntemlerinden "tarihsel doküman incelemesi" deseni kullanılmıştır. Veri kaynağını, Cumhurbaşkanlığı Devlet Arşivleri’nden elde edilen ve Türkiye’nin farklı bölgelerini (Adana, Ankara/Ayaş, Bursa, Edirne, İstanbul, İzmir) temsil eden 7 adet resmi öğretmen kurulu raporu oluşturmaktadır. Arşivde tespit edilen ve günümüze ulaşabilen raporların tamamını kapsayan bu veri seti, fenomenolojik bir bakış açısıyla nitel içerik analizi teknikleriyle incelenmiştir. Araştırma bulguları; öğretmenlerin 1924 programını "hayattan kopuk ve skolastik" bulduklarını; yeni programdan ise "hayatilik", "yerellik" ve "aktif öğrenme" odaklı radikal değişimler talep ettiklerini göstermektedir. Ayrıca öğretmenlerin, "anadilde ibadet" ve "kadın hakları" gibi konularda yasal reformlardan daha ileri taleplerde bulunarak, dönemin toplumsal dönüşüm tartışmalarına aktif biçimde katıldıkları görülmüştür. Araştırmada bürokratik zimmet korkusunun materyal kullanımını engellediği ve merkezi müfredatın kırsal gerçeklikle uyuşmadığı da tespit edilmiştir. Sonuç olarak bu çalışma; 1926 ilkmektep programının felsefesi ile sahadaki öğretmenlerin somut eleştirileri arasında güçlü bir paralellik bulunduğunu; öğretmenlerin reform sürecinde pasif uygulayıcı değil, pedagojik dönüşümü tabandan talep eden aktif aktörler olduklarına işaret etmektedir.

Abstract

Studies on the history of Turkish education have generally adopted a "top-down" historiography, interpreting early Republican reforms through legal texts and central decisions. This approach has overshadowed the experiences and contributions of teachers, who were the actual implementers of the reform. The purpose of this study is to reveal the pedagogical expectations and professional experiences of teachers regarding the reform process by examining the official responses sent to the Ministry of Education during the preparation of the 1926 Primary School Curriculum. The study utilized a qualitative historical document analysis design. The data source consists of 7 official teacher board reports obtained from the Presidency State Archives, representing different regions of Turkey (Adana, Ankara/Ayaş, Bursa, Edirne, Istanbul, Izmir). This dataset, which encompasses all the reports identified in the archive that have survived to the present day, was analyzed using qualitative content analysis with a phenomenological lens. The findings indicate that teachers found the 1924 curriculum "detached from life and scholastic" and demanded radical changes focused on "vitality," "localization," and "active learning" for the new program. Furthermore, by making demands on issues such as "worship in the mother tongue" and "women's rights" that went beyond the legal reforms of the time, the reports indicate that teachers actively participated in the social transformation debates of the era. It was also determined that "bureaucratic fear of embezzlement" hindered the use of materials and that the central curriculum did not align with rural realities. In conclusion, this study demonstrates a strong alignment between the philosophy of the 1926 curriculum and the concrete criticisms of teachers in the field, suggesting that teachers were not passive implementers but active agents who demanded pedagogical transformation from the ground up.
