GÜNÜMÜZDE VE YAKIN GELECEKTE TÜRK DONANMASI’NIN CAYDIRICILIĞININ TEMELİ OLARAK TÜRK DENİZALTI KUVVETİ

Abstract
Son yıllarda Türkiye’yi çevreleyen denizlerde Türkiye’nin aleyhinde önemli jeopolitik ve jeostratejik değişimler meydana gelmiştir. Bölgenin kırılgan yapısı barışın ve istikrarın korunmasına tehdit teşkil ederken caydırıcılığın önemini arttırmaktadır. Doğu Akdeniz’de Türkiye karşıtı bloğun ortaya çıkması ve asimetrik güç dengesi yaratması; büyük güçlerle karşı karşıya gelme riski gibi nedenler Türk Donanması’nın caydırıcılığını asimetrik başarılar elde edebilme potansiyeline sahip maliyet-etkin platformlara bağımlı kılmaktadır. Asimetrik başarılar elde etme ihtiyacı Türk suüstü harp gemilerine nispetle Türk Denizaltı Kuvveti’nin caydırıcılığının önemini arttırmaktadır. Karadeniz’de ise Rusya Federasyonu lehine bozulan güç dengesinin tekrar sağlanarak Rus yayılmacılığına karşı caydırıcılığın arttırılması gerekmektedir. Karadeniz’de Rusya’nın uyguladığı Alandan Men Etme/Erişimi Engelleme stratejisine karşı en etkili çözümün de yine denizaltılar olduğu görülmektedir. Öte yandan hipersonik gemisavar füzeler gibi yakın gelecekte durdulamaz silahların ortaya çıkması, ultra uzun menzilli subsonik gemisavar füzelerin gelecekteki oyun değiştirici rolü suüstü harp gemilerini denizaltılara nispetle daha fazla tehdit edecektir. Ayrıca havadan satha uzun menzilli gemisavar füzelerin geliştirilmesi ve beşinci nesil savaş uçaklarının ortaya çıkması ile suüstü harp gemilerine karşı artan hava tehdidinden denizaltılar daha az etkilenecektir. Bu faktörler Türk Denizaltı Kuvveti’ni günümüzde ve en azından yakın gelecekte Türk Donanması’nın caydırıcılığının temeli haline getirmektedir.

Abstract
Important of geopolitical and geostrategic alteration has affected negatively Turkey in the seas surrounding Turkey in the recent years. While the fragile structure of the region poses a threat to peace and stability, it increases the importance of deterrence. Reasons such as the emergence of blok aganist Turkey in the Eastern Mediterranean and to create asymmetry, the risk of facing great powers make the deterrence of the Turkish Navy dependent on cost-effective platforms that have the potential to achieve asymmetrical achievements. The need to achive asymmetrical achivements increases the importance of the deterrence of the Turkish Submarine Force compared to the Turkish surface combatants. In the Black Sea, the deterrence aganist Russian irredentism should be increased by restoring the balance of power deteriorated in favor of the Russian Federation. It is seen that submarines are the most effective solution to the strategy of Anti Access/Area Denial implemented by Russia in the Black Sea. On the other hand, the emergence of unstoppable weapons such as hypersonic anti-ship missiles and game-changer ultra long-range subsonic anti-ship missiles will threaten surface combatants more than submarines. In addition, submarines will be less affected by the increased threat of air forces aganist surface combatants with the development of long range air-to-surface anti-ship missiles and the emergence of fifth generation jet fighters. These factors make the Turkish Submarine Force the Backbone of the Turkish Navy today and at least in the near feature.
