Abstract
Sağlığın kendine has özellikleri; nerede, ne zaman, kimin için ne kadar sağlık gereksinimine ihtiyaç duyulacağının kesin olarak bilinememesi; her geçen gün artan nüfus, değişen teknoloji, sağlık hizmet sunumuna olan beklentinin yükselmesi, gelir eşitsizlikleri ve sağlığa harcanacak kaynağın kıt olduğu gerçeği ile birlikte sağlık hizmet finansmanının nasıl olduğu ve olması gerektiği gibi soru ve sorunlar ülkeler içi, daha da önemli hale gelmektedir. Sağlık hizmet finansmanında hakkaniyetin sağlanması; kimin, ne kadar, ne oranda katılımda bulunacağı ve bunu yaparken hangi finansman yöntemlerini, nasıl kullanacağının belirlenmesidir. Bu makalede sağlık hizmet finansmanı ve hakkaniyet boyutunu finansman yöntemleri aracılığı ile katkı payları özelinde ele alınmıştır.

Specific characteristics of health; where, when, for whom, how much health need will be needed is not known; With the increasing population, changing technology, expectation of health service delivery, income inequalities and the fact that the resources to be spent on health are scarce, the questions and problems such as how health care financing should be and should become more important for countries. To ensure fairness in health care financing; who, how much, to what extent to participate and what methods of financing, how to use it to determine. In this article, health care financing and equity dimension are discussed in terms of contribution rates through financing methods.
