Abstract
II. Justinianos dönemleri, Bizans tarihi için olduğu kadar çevresindeki kavimlerin tarihi için de oldukça önem arz etmektedir. Zira II. Justinianos, iktidara geldikten sonra baskıcı bir politika izlemesi sebebiyle tahttan indirilip burnu kesilerek Kerson şehrine sürgüne gönderilmesinin ardından tekrar imparator olma hayallerinden vazgeçmemiş, bu uğurda önce Hazarlar’a ardından balkanlarda yükselen bir güç olan Tuna Bulgarları’na sığınmıştır. Tervel Han’dan Bizans tahtını tekrar ele geçirmek için yardım istemiştir.Tervel Han’da bu isteğe olumlu cevap vererek Bizans’taki imparatorluk çekişmelerine dahil olup etkisini arttırma fırsatını kaçırmamıştır. Yeniden imparatorluk makamına oturan II. Justinianos, Bulgarların bu yardımını kısa süre içerisinde unutarak onlar üzerine sefere çıksa da mağlup olup geri çekilmek zorunda kalmıştır. Ancak Kerson’da kendisine karşı başlayan isyanın giderek büyümesi sonucu, Bulgarlardan tekrar yardım istemiştir. Tervel Han, her ne kadar ona bir miktar asker gönderse de bu yardım fayda etmemiştir. Anlaşmalar ve savaşlarla geçen 26 yılın sonunda II. Justinianos’un maceralı hayatı 711’de son bulurken Bulgarlar onunla ilişkileri neticesinde ellerini güçlendirerek bölgedeki varlıklarını kuvvetlendirmiştir.

Abstract
The periods of Justinian II, are very important for the history of the surrounding tribes as well as for Byantine history. After he came to power, she was dethroned and exiled due to his oppressive policies. However, he did not give up on his dreams of becoming emperor. He first took refuge in the Khazars and then the Danube Bulgars, a rising power in the Balkans, and asked Tervel Khan for help to regain the throne. Tervel Khan responded positively to this demand and did not miss the opportunity to increase his influence by getting involved in Byantine imperial struggles. Having regained the imperial office, Justinian soon forgot the help of the Bulgarians and attacked them, but was defeated and returned. However, as a result of the rebellion against him in Kherson, he again sought help from the Bulgarians. Although Tervel Khan sent soldiers to him, this aid was not helpful. After 26 years of agreements and wars, the adventurous life of Justinian II ended in 711, while the Bulgarians strengthened their presence in the region as a result of their relations with him.
