Abstract
Yemen tarihine dair önemli bir kaynak olan Memduh Paşa’nın “Yemen Islâhâtı ve Bazı Mütâlaât” isimli eseri, Dersaâdet (İstanbul)’te, Numûne-i Tıbâ‛at matbaasında 1325/1909 tarihinde basılmıştır. Eser, Osmanlı Türkçesi ile yazılmıştır. Eserin müellifi Mehmed Memduh Paşa (1839-1925), Mazlum Mustafa Paşa’nın küçük oğludur. 1853’te Hariciye Nezareti’nde memur olarak göreve başladı. 1882’de Şûra-yı Devlet üyesi oldu. Konya, Sivas ve Ankara valiliklerinde bulundu. Son olarak 31 Ekim 1895’te atandığı Dahiliye Nezareti’nde 13 yıl görev yapmıştır. Bu süreçte özellikle Yemen meselesiyle yakından ilgilenmiştir. Nitekim Paşa bu eseriyle Yemen meselesine dair girişimlerini ve çözüm önerilerini detaylı bir şekilde ele almıştır. Bu açıdan eser ayrı bir öneme sahiptir. Edebi yönü kuvvetli olan Memduh Paşa’nın bu kitap dışında birçok eseri bulunmaktadır. Bu çalışmada Memduh Paşa’nın “Yemen Islâhâtı ve Bazı Mütâlaât” isimli eseri muhtelif yönleriyle incelenerek kaynak değeri belirlenmeye gayret edilecektir. Bu bağlamda ilk önce eserin yazarı kısaca tanıtılıp, kitabın başlığı ve basım tarihine ilişkin tartışmalı hususlar ele alınacaktır. Son olarak eserin muhtevası, tetkik edilerek değerlendirilmeye çalışılacaktır.

Memduh Pasha’s book “Yemen Islahâtı ve Bazı Mütâlaât (Yemen Reform and Some Opinions)”, which is an important source on the history of Yemen, was published in Dersaadet (Istanbul) on 1325/1909 in the Numune-i Tıbaat Printing House. The work was written in Ottoman Turkish. The author of the work, Mehmed Memduh Pasha (1839-1925), is the younger son of Mazlum Mustafa Pasha. He started his career as a civil servant in 1853 at the Ministry of Foreign Affairs. He became a member of Şûra-yı Devlet (The Council of State) in 1882. He served in the governerships of Konya, Sivas and Ankara. Lastly, he served for 13 years in the Ministry of Internal Affairs, where he was appointed on October, 31, 1895. In this process, he was particularly interested in the Yemen issue. As a matter of fact, with this work, Pasha dealt with his attempts and solution proposals on the Yemen issue in detail. In this respect, the work has a special importance. Memduh Pasha, who has a strong literary aspect, has many works besides this book. In this study, Memduh Pasha’s work titled Yemen Islahâtı ve Bazı Mütâlaât (Yemen Reform and Some Opinions) will be examined in various aspects and it will be tried to determine its source value. In this context, firstly, the author of the work will be briefly introduced, and controversial issues regarding the title of the book and the date of publication will be discussed. Finally, the content of the work will be examined and evaluated.
