Abstract
Günümüzde afet olaylarının neden olduğu olumsuzluklardan kurtulmak ve canlılar üzerindeki etkisini en aza indirmek için yapılan tüm faaliyetler afet yönetimi olarak kabul edilmektedir. Afet yönetimi, afetleri önleme ve zararlarını azaltmak amacıyla afet öncesi, afet sırası ve afet sonrasında alınması gereken önlemler için çalışmaların planlanması ve koordinasyonu aşamalarında toplumun tüm kuruluşlarının işbirliğini gerektiren bir yönetim sürecidir. Afet yönetimi sivil toplumun ve kamu kurumlarının katılımını esas alan bir yapıyı ifade etmektedir. Afet yönetim sürecinde, afetlerin zarar ve risklerinin azaltılmasında Sivil Toplum Kuruluşları (STK) önemli bir rol üstelenmektedir. Bu çalışmada afet ve afet yönetimi kavramları açıklanarak, STK’ların afet yönetimindeki rolü ve Türkiye’de afet yönetiminde aktif olarak rol oynayan STK’ların faaliyetlerine yer verilmiştir.

Abstract
Today, it is considered as disaster management that all activities carried out to get rid of the negativities caused by disaster events and to minimize their effects on living things. Disaster management is a management process that requires the cooperation of all institutions of the society at the stages of planning and coordination of studies for the measures to be taken before, during and after disasters in order to prevent and reduce disasters. Disaster management refers to a structure based on the participation of civil society and public institutions. In the disaster management process, Non-Governmental Organizations (NGO) play a very role in reducing the damage and risks of disasters. In this study, the concepts of disaster and disaster management are explained, the role of NGOs in disaster management and the activities of NGOs that play an active role in disaster management in Turkey.
