Abstract
Olumlu yahut olumsuz yönleriyle uluslararası göç hareketleri İkinci Dünya Savaşı sonrasında kademeli olarak ekonomik ve siyasi birliğini (AB) kurmayı başaran kıta Avrupası ülkelerinin gündeminden neredeyse hiç düşmemiştir. 1950’lerden 1970’lere kadar kalkınmanın en temel aracı kabul edilen göçler (göçmen işçiler) ilerleyen yıllarda sorun olarak görülmeye başlamış ve AB üyesi ülkeleri ortak göç politikaları geliştirmeye zorlamıştır. Bu süreçte hayata geçirilen politikalar göçmenlerin Birlik sınırlarına girişini dış sınırlarda kontrol altına alma yönünde olmuştur. Ancak göçlerin sürekli artarak kitlesel boyutlara ulaşması sınırlayıcı politikaların uygulanmasını zorlaştırmıştır. Nihayet 2015 Mülteci Krizi ile AB ortak göç politikaları konusunda en ciddi sınavını yaşamıştır. Ortaya çıkan tablonun bir başarı hikayesi olarak kabul edilmesi nerdeyse imkansızdır.

Abstract
With their positive or negative aspects, international migration movements have always been on the agenda of the continental European countries that have gradually succeeded in establishing their economic and political union (EU) after the Second World War. Migration (migrant workers), which was considered the most basic tool of development from the 1950s to the 1970s, started to be seen as a problem in the following years and forced EU member states to develop common migration policies. The policies implemented in this process have been to control the entry of immigrants to the Union borders at the external borders. However, the ever-increasing mass of immigration has made it difficult to implement restrictive policies. Finally, with the 2015 Refugee Crisis, the EU experienced its most serious test regarding common migration policies. It is almost impossible for the resulting picture to be accepted as a success story.
