Abstract
Sosyal Güvenlik kavramının ortaya çıkışı sanayileşme ile ilgilidir. Sosyal Güvenlik modern devletin önemli bir gündemidir. Türkiye’de 1980 yılından itibaren serbest piyasa ekonomisine geçilmiş, kamu yönetimi anlayışı da bu çerçevede değişikliğe uğramıştır. Sosyal Güvenlik Kurumu bu dönüşümlerin derin bir biçimde etkilediği kurumlardan bir tanesidir. Sosyal güvenliğin temelde sosyal sigorta, sosyal yardım ve sosyal hizmetler gibi alanları kapsayan bir yapıya sahip olduğu söylenebilir.
Bu makalenin amacı, Türkiye’de özellikle 2000’li yıllardan itibaren yaşanan dönüşümü Sosyal Güvenlik Kurumu taşra teşkilatı örneği üzerinden değerlendirmeye çalışmaktır. Bu kapsamda, Sosyal Güvenlik Kurumu personeli olarak uzun süredir edinilen tecrübelere istinaden yaşanan sorunlara yönelik bazı çözüm önerilerinde bulunmaya çalıştık. Makalenin ilk bölümünde Türkiye’de sosyal güvenliğin kilometre taşlarına göz attık. İlerleyen bölümlerde 2006 yılındaki sosyal güvenlik reformu ile gerçekleşen birleşmeyi ele aldık. Son bölümde ise Sosyal Güvenlik Kurumu Taşra Teşkilatı’nda yaşanan sorunlara ve çözüm önerilerine eğildik. Sosyal güvenlik; Devletin, vatandaşlarını sağlığı ve geleceğini teminat altına almasını sağlayan düzenlemeler bütünü olarak ifade edilebilir. Sosyal güvenlik alanında yapılacak yeni ve yetkin çalışmalara duyulan ihtiyaç ise açıktır.

Abstract
The emergence of the concept of Social Security is related Industralization. Social security is an important agenda of the state. In the post-1980 period in Turkey, the public administration affected by the developments in the World has changed significantly. Social Security Institution is one of these institutions. Social Security consist of social insurance, social assistance and social services in general.
The aim of this article is to try to evaluate the transformation experienced in Turkey especially since the 2000s, through the example of the Social Security Institution provincial organization. The article consists of three parts. In the first part, the milestones of social security in Turkey are examined. In the second part, the Social Security Reform in 2006 is discussed. In the third chapter, the problems experienced in the Provincial Organization of the Social Security Institution and the solution proposals are presented. Competent studies in the field of Social Security are clear.
