Abstract
Ekonomik gelişmelere bağlı olarak dünyada oluşan küreselleşme olgusu çerçevesinde kurum, kuruluş ve şirketlerde ortaya çıkan pazardan pay edinme çabasıyla beraber ortaya çıkan rekabetçi ortam günümüz yaşam biçiminin vazgeçilmez bir unsuru olarak karşımıza çıkmaktadır. Bu mevcut ortamda kurumların ayakta kalabilmek adına kısa ve uzun vadeli planlamalar yapması oldukça değerli hale gelmiştir. Bütün bahsedilenler ışığında strateji planlamanın kurumlar için ne denli önemli olduğu görülmektedir. Aynı amaca hizmet eden kurumlar bile farklı stratejilerle ilerlemelerini sağlamakta ve kendi içlerinde bir rekabet oluşturmaktadır ve bu yönüyle bile kurumların planlama yapmaları bir zorunluluktur. Strateji bu yüzden de önemlidir çünkü strateji varsa fırsat vardır. Kurumların geleceği de o fırsatı iyi değerlendirmekten geçmektedir. Küreselleşmenin bir sonucu da stratejilerini fırsata çevirebilenleri kazanabilir kılmasıdır. Bu kullanım ister kâr amaçlı olsun ister olmasın rekabet boyutunda geleceği planlamayanların fırsatları kendi lehlerinde kullanamayacağı sonucunu ortaya çıkarmaktadır. Bu çalışmada, kamuda stratejik planlama konusunda yapılması gereken çalışmaları anlaşılır kılmak suretiyle stratejik planların kamudaki önemine vurgu yaparak katkı sağlamaktır.

Abstract
The competitive environment that emerged with the efforts of institutions, organizations and companies to gain a share from the market within the framework of the globalization phenomenon that occurred in the world due to economic developments appears as an indispensable element of today's lifestyle. In this current environment, it has become very valuable for institutions to make short and long-term plans in order to survive. In the light of all the aforementioned, it is seen how important strategy planning is for institutions. Even institutions serving the same purpose enable them to progress with different strategies and create a competition among themselves, and even with this aspect, it is a necessity for institutions to plan. That's why strategy is important, because where there is strategy, there is opportunity. The future of institutions also depends on making good use of that opportunity. One result of globalization is that it makes those who can turn their strategies into opportunities win. This usage leads to the conclusion that those who do not plan the future in terms of competition, whether for profit or not, cannot use the opportunities in their favor. In this study, it is to contribute by emphasizing the importance of strategic plans in the public by making the studies to be done on strategic planning in the public understandable.
