Abstract
Eğitim sistemi, kişinin toplumsallaşmasını ve bireyselleşmesini sağlayan iki farklı fonksiyonu gerçekleştirmektedir. Eğitim ülkenin ihtiyaç duyduğu nitelikli işgücünü yetiştirmeyi amaçlarken okullar aracılığıyla verdiği diploma ile öğrencilerin bireyselleşmesini sağlamaktadır. Eğitim sistemi, kişilere var olan bilgi ve yeteneklerini artırma yoluyla ileri bir yetişme düzeyi sağlarken ilerde oluşacak toplumsal ve mesleki statülerini büyük ölçüde koşullandıran düzeylerde ise birbirinden farklılaştırmaktadır. Bu nedenle uygulayıcılar, eğitimin ekonomik temellerini oluştururken belirlenecek eğitim politikalarını belirli bir plana göre yapmalıdır. Bu nedenle eğitim planlaması eğitimin ekonomik temellerini oluştururken başvurulması gereken önemli bir belge olarak gösterilebilir.

Abstract
The education system performs two different functions that ensure the socialization and individualization of the individual. While education aims to train the qualified workforce needed by the country, it provides individualization of students with the diploma it gives through schools. While the education system provides individuals with an advanced level of upbringing by increasing their existing knowledge and abilities, it differentiates them from each other at levels that largely condition their future social and professional status. For this reason, practitioners should make the education policies to be determined according to a certain plan while forming the economic foundations of education. For this reason, education planning can be shown as an important document that should be applied while creating the economic foundations of education.
